In short, it is my understanding the term is a description of how much contact is allowed during a dance, either by dancer or customer. Low mileage = air dances or little contact. High mileage = free roaming by dancer / customer and the possibility of "extras". I am sure that some other members could more eloquently elaborate.
Slick, By your reference to "standard unit of measurement," you probably mean the "British Imperial System" of weights and measures still in use in the U.S. and just a couple of other countries. (Everyone else went metric a long time ago.) See:
@PC: I checked... and don't think the glossary actually really spells out what low v. high is. It only says what VHM and UHM translate to without elaborating.

Too many I've read reviews of clubs I've been to and it says "the mileage was high." Not really. It's all relative.
