INDIANAPOLIS — A federal grand jury has indicted a former Indianapolis City-County Council member on charges that he that he took $5,000 from an undercover FBI agent seeking help opening a strip club in the city.

The indictment announced Thursday against Lincoln Plowman comes after he resigned from the council in March and took early retirement from his position as a city police major. The criminal counts against Plowman include attempted extortion and soliciting a bribe.

Plowman is also charged with seeking a $1,000 campaign contribution during his meetings last year with the undercover agent.

A message seeking comment from defense attorney James Voyles wasn't immediately returned.

Plowman is a Republican who was first elected to the council in 2003 and is a former chairman of its Metropolitan Development Committee.
