@drew - maybe this will come off as rationalizing (and to an extent it is) but Trump has never been wedded to a single ideology or policy position. He says things like this as the start of a negotiation. He wasn't as explicit but talked about this last term as well, and we didn't have a supply chain crisis. It will take time to build things back up, yes, but it's a small price compared to being beholden to an enemy.
