Just the Worthless Cubans........... but I am not sure if the "Wet Foot Dry Foot" policy is still in effect. Basically the law was, if a Cuban refugee's foot touched US Soil, we let them in. If they were on a Boat, we rescued them, and sent them back to Cuba.

Effective immediately, Cuban nationals who attempt to enter the United States illegally and do not qualify for humanitarian relief will be subject to removal, consistent with U.S. law and enforcement priorities."
