I would have expected it in a bible belt state, first. But Louisiana, whose most famous landmark may be the debauched reputation of Bourbon Street, is actually taking more and sterner actions against sex workers than any other.
In a weird mix if Baptist zealotry and socialist authoritarianism, Louisiana may be the most fucked up state in the nation. Florida guy makes all the headlines, but dumbfuckery and sheer ignorance are the daily norm in Louisiana.

LA’s governor who signed the law is a democrat. That said, 2/3 of each of its house and senate are republicans. Not sure if that would’ve been enough to override a veto and I had already gone too far down the rabbit hole to continue researching it.

All this is going to do is cause a lot of people to learn how to use a VPN to show them as being in another state.
Eventually it will probably lead to pornhub or some other site being hacked and their customer list being blackmailed similar to the Ashley Madison hack a few years ago. I doubt it will be nearly as effective since most people won't face nearly the same repercussions for watching porn as they would for having an affair.

If the law prohibits pornhub from recording or sharing the info, is it that bad?

The law will effect more than just porn sites. What about TUSCL? Will Founder need to collect driver's license for La residents? Will he need to delete all of Longball's photos to get under the 33% content benchmark? F'd up law that will keep judges busy for the next few years.
