I've stayed in Velario. It's actually a good, solid hotel. You shouldn't have any issues walking from there to the Zona Norte during the day. But at night, if you walk, be careful - the local police has been known to shake down gringos going back to Velario for bribes.
@lib: I personally haven't been shaken down by the TJ police. But I've heard some of them wanting $20, $40, $50, or $100. A few go higher. One way to avoid it: if they ask you for a bribe, ask what you're being charged with then ask them to take you to a judge. Then they usually will let you go without giving them anything.
Personally, I have been shaken down by TJ police on Calle primero late at night. Can't imagine staying at hotel Valerio when Rizo de Oro is right in the middle of the action and safe , clean and better quality.
I've stayed there, and it's fine. Liked the restaurant.
With that said, I think I like being in the center of the action better, so Cascadas is my go-to. (I really wish the rooms had outside windows, though.)
Why would tourists venture far out of HK zone to stay there just to save some money? There aren't many street girls out there either not even trannies.
I recommend hotel Leyva/Posada Santiago next to Chicago club, it's cheap, clean, in the zona and many girls live there also.
