^ They are talking about IQ tests, not achievement tests. If you have taken one, they put you into situations and you are supposed to figure out a sequence or objective. Some people might not understand the circumstances because they have not been in a particular situation before. Or that is not something that happens in their life.
It's been a while since I took one. I thought I wanted to become a part of Mensa so I took one of their qualifying tests. I scored high enough, but passed on joining. Why do I need a card that says I am smart ? If people can't tell from interacting with me, then what good is showing them a Card going to do ?

When scientific issues become political or economic issues, it's hard for this not to corrupt the scientific process. But, for reasons someone who didn't totally sleep through high school can understand, these claims of African genetic inferiority are extremely implausible. Among living species, humans have extremely little genetic variation. So, implausible that a complex, hard to define, characteristic like intelligence would vary a lot based on genetic differences. And Africa, as the human home continent, has the most genetically varied population. If anything, Africans would be superior, since natural selection has a more varied set of mutations to select from.
Since IQ tests are used for screening purposes, they are not very useful if everyone gets a similar score. Questions that everyone answers correctly are taken off the test. But the questions that are left don't necessarily measure reasoning ability well. They tend to measure how much the person's life experience has familiarized them with the schemas that are needed to understand the question.
