The fine print in the lower right reads "Artist concept rendering, not yet constructed and subjext to change." Duh, ya think?! Perhaps an Anaheim-based artist who thinks the whole country looks like southern California.
Actually there is a little bit of greed in Disney's plan. They employ thousands and thousands of people at their theme parks in Orlando. Those people aren't paid that well. Now that Orlando rents have skyrocketed, those employees are having a tough time finding a place to live. So Disney has two choices. They can pay their employees more. OR they can partner with the city to build some affordable housing close to the parks. They're not really going to make any money off the housing deal but don't care. They are more focused on keeping their operating expenses down.

It's easier to believe there are mountains in Florida than it is to believe Disney would create anything that is "affordable".
