Its a racist concept that was come up with to negate and replace indigenous identity
La Raza cosmica was a mexican political ideology meant to counter the influence of Peruvian indigenousim. Mexico wanted to reaffirm Mexican identity as a racial melting pot. Albeit one that prized Spanish culture and heritage above anything else. The notion was done away with and replaced by modern day mexixanism which views the nation as multicultural and integrative
Sounds kind of like a new version of Joseph Smith and the Mormons.
