Fidelity and Schwab both refund the ATM fee, which can be as low as 30 pesos at Banamex or as high as about 100 or 110 pesos at HK and Cascadas.
However, if you withdraw US dollars from one of those Tijuana dollar demoninated ATM's, they'll refund the ATM fee, but not the 10% currency conversion rate they screw you with.
Basically, never withdraw dollars in TJ. Always pesos.
