Here's an example of what I described below:

Withdraw $200 in dollars from a Tijuana ATM and with the 10% fee your bank will be debited $220 plus the standard ATM fee. Schwab and Fidelity refund ATM fees.

Withdraw $200 worth of pesos at current 19.0 rate and receive 3,800 pesos. You can then sell the 3,800 pesos locally to a casa de cambio at the current rate of about 18.6 and you'll receive $204.30.
Assuming you have a bank that refunds your ATM fee, option 2 will give you $204 cash in hand and your bank withdrawal will be for only $200.
Option 1 gives you $200, but your withdrawal is for $220.
The local exchange places in TJ are always below the ATM rate, so this always works out in your favor.
