Well, I could label them as such if they were an an annoying, impolite, spoiled child. Just because that child speaks respect towards others does not necessarily make that child a non brat. To be COMPLETELY CERTAIN that they are a non brat, they would have to speak politely to ALL others. Not just others. In doing so, the Impolite part of the definition removes the possibility of being a Brat. As such, they can still be an annoying, spoiled child. Other conditions must be met to remove those descriptions.

One of the Urban Dictionary definitions of Brat is: "A person that annoys, to the point of exhaustion just to get what they want". In theory, one could speak with manners, but be so unrelenting in their demands for attention that they would qualify as a brat.
