Well, I don't know NJ laws, but the story does not say the guy was threatening anyone, only that he was carrying an AK-47. In Michigan he would have the right to open carry.
NJ has some of the strictest gun laws in the country. They passed an assault and magazine capacity law for pistols and rifles in the early 90s and have probably refined it over the years so the guy in the story is in deep shit.

If he didn’t threaten anyone, everything he did would likely be perfectly legal in Georgia.
