Any penalties for mongering outside Zona Norte?

I understand that in TJ, Zona Norte is where prostitution is tolerated aka legal. Anybody ever get in trouble for mongering outside this zone? I read the reviews for Amnesia and NB Elite Men’s spa and saw no mention of police hassle.

most any club or bar has opportunities. the big thing of the zona norte is the tolerance of street girls out in the open.

and in public... as long as you monger ‘discreetly’... i would think you would be ok.

butt if the prudes, hypocrites and self righteous gain power in mexico there might be a problem. thank goodness that the mexican public attitude seems to tolerate a more realistic view.
