DC clubs are known for no-dances and no contact (not even air-dances I think).
Is OTC in DC clubs:
A) not that likely (girls not used to doing anything with custies)?
B) as likely as the avg club?
C) more likely than the avg club?
D) other
And do OTC prices tend to be less, on-par, or more expensive, than the avg club?
In the few DC reviews I've read over time all I recall reading was about no-contact/no-dances and don't recall anyone stating they got anything, such as OTC, etc.
In another topic I mentioned Archibalds as the best DC has to offer and it probably is the best chance you have for OTC.....but......the chance comes with a cost. I haven't been there in years because I tend to avoid the DC clubs now that SA is stocked with some great choices and the escort community in DC has always been very good.
The last time I went to Archibalds the going rate was 500 and up for OTC and there seemed to be a manager watching over the girls a bit too closely for my taste.....think pimp watching over his "property" watching over.

Yes. The DC suburbs in MD & VA dominate the list of the wealthiest counties in the U.S.: Loudoun County, VA is #1, Fairfax County, VA (where I live) is #2, Howard County, MD is #3, and Arlington County, VA is #5.
In Virginia you have to go pretty far west (towards West Virginia) or south (towards Richmond) to find a lower COL.
As to the original question, I don't go to the DC clubs because of the no-touch rules (plus the dancers don't walk you to the door), so I can't offer any insight on OTC prices ;)
I live in northern Virginia. It's ridiculously expensive .Similarly Maryland also expensive. And one need to commute minimum 50 min one way to make 6 digits salary. Housing pricfes sky rocketing. No strip clubs which provide lap dancing. One need to go to WV or Maryland. Both areas suck for lap dances since they don't have topless lap dances . I used to work very near to archiballads.I walked in front of that club several times when I went for a walking lunch time but never went inside knowing that there are no lap dances and expensive inside to just talk to girls. The plus side of living in this area is having good jobs and the best school districts in US. Negative side is no fun.
i’d guess the girls in the d.c. area are accustomed to the big spenders of the rich and powerful.

There used to be some pretty good clubs on the Maryland side of the DC metro. Now not so much. Club 1919 was one of the greatest house clubs of all time, in the Northwest part of the city. So of course it didn't last that long. There's a 2002 story from the Washington Post that mentions how the club was in its heyday.

Oddly enough there are a fair amount of cheapskates ( guys) in the DC area. I do not go inside the Beltway as much as I once did for a number of reasons but you hear it from the waiters, bartenders, cab drivers, etc --or the civilians as well as the sex workers.
I had a couple of friends who were Federal employees. I know their attitude was always if I could put it on the expense account great, if not the big spender mindset went out the door.

The volume of dancing is low, so most of your time is chatting and buying expensive drinks. Archibalds isn’t the highest end of clubs, but with the high cost of living the girls need to make extra cash as they tend to be single moms or girls who need the income.
My buddy went to a dancers home for an OTC $250 session, and did repeat sessions for free in his hotel room following nights. I got propositioned to go back to my hotel room for $300, but since I have a SO and she wasn’t hot (according to my standards), the deal fell through after I said I was broke.
If you got game, meaning you can spin a bunch of bullshit out of your mouth, the strippers seem to translate that as an OTC match.
