To answer your question - she's a very stupid girl (and she's lucky to be alive).
Seems to be proof against Darwins theory of evolution.
That was pretty racist.
I was impressed by how easily she got out of the handcuffs and drove away in the cop car.
Multiple stupids. On top endangering innocent people in a high speed chase. I have to wonder if she had some serious priors to resort to stealing an officer's vehicle in order to flee a simple shoplifting arrest.

"Tactical Window Limitation Device", that's hilarious! But as dumb as she was, the cops gave her the chance to be stupid by engaging in their own dumbassery. CINCH THE CUFFS DOWN, NO EXCEPTIONS.
Regardless of race - based on what she did, and how she reacted when they finally got to her - I'm surprised she didn't get shot and killed.
