I believe that strip clubs are regulated by county or incorporated cities rather than states. So go to work with Google.

I haven't been to a VA club but here is what I heard. I heard that VA laws are statewide. I heard that pasties are required. No hard liquor only beer and wine are allowed.

At least pasties is statewide but some counties do not even allows contact in private dance..refer to NVA.. For SC allows for contact, they charge you outrageous.

Why open a strip club in VA; the ordinances means the club will suck.

The laws are what it says on paper, but also what you can get away with and what interpretations the DA is able to convince juries to go along with.

And bear in mind that more often than not, cases are not settled by juries, but by plea bargains where the case has been grossly over charged. So often DA's are on very thin ice. But few owners are willing to take the risks entailed in challenging them.

For anyone wanting to understand this I recommend:

And the local ordinances are far more harmful than the state penal code against prostitution.

I doubt the statewide comment. I've been to Headlights Gold in Portsmouth which is topless on its non-alcohol side and Treasure Club in Roanoke which is nude, but no alcohol, only nude club in the state however.
A bigger issue is the state liquor laws that require a place that serves liquor to also serve food and derive a minimum percentage of its revenue from food I think 55%.

Virginia strip club regulations by state refs are a weird thing. The state laws are very vague and up to local interpretations, which are usually taken to the extremes when local officials get involved. Remember, Virginia is a Bible Belt state and most politicians know who their voters are.
