That's Miami for you - indicative of the types of people that make-up our lovely community - I know her accent well - she knows English well it's just that she has a Miami Cuban accent indicative of a Cuban that was either born here or raised here (Miami); sorta like someone that was raised in NY and would have a NY accent - so she knows English well; she just speaks it in a Miami street way.

On the bribery charge, I'm gonna give the hoe the benefit of the doubt.
She was so drunk she may have really thought she paid the fine to the officer.
And by her accent she may not be a native US citizen. If you've seen "We"re the Millers" you know you have to bribe the cops in Mexico. Lol.
