Toledo Vu is located just on the fringe of a really shitty neighborhood, if I recall Nebraska ave is blocks away and is probably the most bombed out looking part of Toledo..... and much of Toledo is on the way to looking like a war zone.
He might have gotten away if he ran through a doughnut shop instead of Deja Vu. What cop can resist sitting down at the counter and placing an order?
