Philly, NJ, DE or MD for my trip?

Looking for release and not sure which states have lesser restrictions. Which above areas allow more mileage in the lapdance or vip areas? Looking for a place with a liquor license and private dance area. Thursday night and I will be $$$generous $$$ with the right girl.
