Maybe if we had an investigation into crime and corruption of the agents involved and the agency kept raising the bribes up by multiples of 5 if the low ball offers didn't work, the investigation could discover agents took bribes. 5 times 2k would be 10k, if not that then offer agents 50k. If some agents accepted and they didn't know they would be caught, scandal. Fire them all. shut down the agency and fire everyone in the Soliticors office. same tactic they used.

If captured drug money was used to find corruption among the agents and Soliticors office, it's all good right?
