Google Voice is free. There's an older article about it in the article section of this site.
You don't need a phone number for Facebook. You *can* of course out your GV number on your about page, but you can't use it for verification or notification, because GV can't send texts to short numbers, i.e. The 5 digit ones Facebook uses. GV can only send texts to actual full 10 digit numbers. I've never tested leaving off the area code for local numbers.
