Do you mean the Goggle Voice (app) or the Google Nexus 5 (phone)?
Google Voice is free. There's an older article about it in the article section of this site.
You don't need a phone number for Facebook. You can of course out your GV number on your about page, but you can't use it for verification or notification, because GV can't send texts to short numbers, i.e. The 5 digit ones Facebook uses. GV can only send texts to actual full 10 digit numbers. I've never tested leaving off the area code for local numbers.
