History channel or Discovery channel had a show that postulated it was against Mexicans back in the 30's or so.
These days, to many law enforcement and intelligence organizations getting paid to fight it as well to many dealers making money.
It's public perception. In my lifetime it will be, at the very least, totally decriminalized and probably legal.
