I doubt high-end whore houses have much of a future. Politicians on both right and left will attack their existence and make sure they are not opened in their communities. Whore houses will have to keep a low profile and masquerade as something else, like a hotel or massage parlor or strip club.
I don't know, jackslash. Some folks in Nevada are kind of oddly proud that brothels are permitted there, and the regulations that guide them mean that it's already tough for them to be located near high population areas. The Carson Valley area (Reno, Carson City, etc.) is the only real exception because the counties are so small - once a county hits a certain population figure, brothels aren't allowed, which is why there's no legal prostitution in Vegas/Clark County.
