Rochester, N.Y.--Monroe County released an internal review linking former Airport Director David Damelio to strip club expenditures paid with public funds. Damelio charged $ 3,988 on county credit cards for adult entertainment in New York City in 2007-2008. County Executive Maggie Brooks called the expenditures "offensive," and "inappropriate." When asked how the county could have allowed it to happen she blamed its methods. "I think we had a bad policy in place or we had a policy that was not as thorough as it could be prior to the new board policy which was adopted earlier this week by the authority board. There was really one point of approval for expenses and that was the former airport director," added Brooks. She later said that Damelio was asked to reimburse money spent on adult entertainment, and did so. Some of the changes outlined by county officials today include banning alcohol and tobacco purchases, improved reporting of expenses and a strict travel approval process. It had previously been reported that Damelio spent thousands of dollars in recent years on cigar and tobacco related purchases while conducting airport business. He resigned January 3rd. Messages left for the former airport director were not returned. [view link]

It always interests me how some people try to make perfectly legal business transactions "illegal" in some way.

"Perfectly legal" and "appropriate for a public official using public funds" are two different things. The County Executive had it right; what she said boils down to "We fucked up by not telling him he *couldn't* do it."
