I just want to understand the psychology of this and how those of you who are customers believe or feel we should deal with staring. Hypothetically, eye contact is made, but you don't wave the dancer over or send her away when she does come over.
Example: You stare at a dancer when she's on stage, but don't tip. Do you expect or want us to come over because you were staring?
Another example: Staring at a dancer while she's on the floor (she could be sitting alone, talking to other dancers, or with another customer), but she looks at you and you immediately look away. Maybe she goes over to you and you tell her you don't want company or you're not interested.
Help me make sense of staring and please remember we're not mind readers.
I'm just curious because I see this too often.

They might be shy, broke, not attracted when the dancer gets closer, wasn't aware they were doing it, an incel, or in my case I might be wicked stoned and simply staring off into space and not seeing anyone or anything.

Different guys likely stare for different reasons including from op's original descriptions some of it just sounds creepy.
@440viking it is creepy. I'm especially quizzical when being turned away after approaching. If you're staring, I assume there's some kind of interest.
I appreciate being waved over if I catch you staring though. But the opposite happens more often unfortunately. It's perplexing.
Could be a combination of things but I’m guessing mostly creepy. Im guessing if you go over, you’ll find a general lack of social skills await you
