I consider them to be on the same continuum, as K suggests. On my scale (largely adopted from another now defunct site), very low mileage is an air dance; low mileage is light grinding without any mutual touching; medium adds mutual touching to a decent grind, high mileage has full access to her body possibly with FIV and probably includes significant stick shifting on her part; very high mileage is "playing taste the sausage" (as that site put it); ultra high mileage is "hide the sausage".

The whole point of using mileage as a term is to describe non-extras. Your definition is pretty reasonable but there is a grey area where dancers may be intentionally finishing a guy without the direct works of Henry James.
I can’t unsee the facial expression of a dude one couch over Dustin Hoffmaning with a dancer at a cheap club so that hurts the appeal for me. I hope he tipped her well for getting to tip so poorly.

I agree with OP (mostly). Mileage refers to dances with your pants up. Extras refers to sex acts of some sort, i.e., one or both particpants' bare genitals (except for maybe a condom) against or in some part of the bare body of the other participant. Whether or not there is an orgasm is irrelevant. So I don't count LDK as an extra, while fucking even if you don't come obviously is.

I dunno I think somehow the whole concept got turned around. Is there enough things to be done with a guy's pants on to fill out Very High Mileage and Ultra High Mileage? The whole point was to be a euphemism for sexy things until simple people just had to have it all spelled out for them.

Wall, I get you. The problem is that while everyone knows what low mileage is, it is evident from reviews what is considered HM or UHM can vary widely. Some consider sucking titties, stick shifting, or LDK to be UHM.

I think of there being a dividing line here in Indianapolis between legal and illegal activities. Some strippers will not allow some legal things, like breast touching, and to me that indicates lack of mileage. I think of extras as some form of sex, which is illegal in my local strip clubs.

“Mileage” isn’t useable as a term without adding a descriptor, usually low, medium, high, very high or ultra high. It also usually needs some context for either the location or possibly the club. E.g., high mileage in Nashville would mean something very different from Houston.
Extras can also be context dependent but IMO less so. It means some sort of intimate contact and usually something that could but doesn’t have to result in one of the participants having an O.
I agree with the OP that the terms are not synonymous. They can both be used in describing the same act. I.E, extras are always at least HM.
