A question of terminology (and possibly philosophy)

I went to a burlesque show last night. The performers stripped down to pasties and panties. Afterward, it occurred to me to wonder--
If a woman has only pasties above the waist, and nothing else, is it accurate to call her "topless"?
I can see arguments on both sides. On one hand, "topless" means a lack of both shirt and bra, which certainly is true in this situation. On the other hand, it carries a distinct implication that you are able to see EVERYTHING above the waist, which is equally not true in this situation.

Topless;
A person not wearing anything on the top half of their body.
Usually refered to females who are showing their bare breasts.
