A century ago, blowjobs cost 2-3x the price of intercourse. They were seen as dirtier and forbidden.
Now the stigma is gone and BJs are only considered "third base."

I believe OP's question is valid for the following reasons.

To Tetradon's point, BJs are considered only 3rd base and so conventional wisdom would quite naturally consider FS (home base) the ultimate sexual act. (At least within traditional boundaries, excluding the real freaky stuff.) That might be true for bragging rights among teenagers trying to impress each other with "how far they got."

But if you think of it from a professional sex worker's point of view, a BJ seems a lot more difficult to perform. The guy might be fat and disgusting, with wild untrimmed pubes and sweaty ball stank. He might have dirty underwear that smells like ass. Having to put your mouth and nose that close to such a mess has got to be worse than getting fucked. I mean, shit, if a fat nasty grandma paid me for sex, I'd much rather give her the old hot beef injection than eat out her stinky wrinkled-up pussy.

BJ’s are very enjoyable - and they should have similar pricing to full sex. Maybe it’s not the enjoyment that matters in the pricing - but the ease of performing the act? Of the dancers that offer either, in my experience most offer either or both for the same price. But some do have an upcharge for FS. I have seen it in the $50 to $100 range. I have also seen some with crazy high prices. $300 for VIP includes BJ, but FS is $800. I think those are simply a way of saying they do not want to do FS or not want to do it very often. I suppose if you take them up on the offer they will do it for the huge payday.
