  One of the definitions of a Commissar is
  
  "a strict or prescriptive figure of authority."
  
  He seems to sit back and let the inmates run the asylum in my limited experience.
  
  I would think of him as the cool uncle that takes you out to your first strip club and buys you your first dance. Just don't tell your mom about it.
