The Earned Income Tax Credit does help low income families. But some strippers I know game the system--they declare only enough of their income to get the tax refund, which they could not get if they declared all their income.

Income tax is not the most easily enforceable kind of tax. I believe the most enforceable would be property tax.
And then another way is just for the state to own large resources which it makes a profit from.
Also, worth it to look at other countries and see how their public funding pie looks, and also if they have better income tax compliance than we do.
Sex workers are kind of an unusual case, high income and still off the books.
I think the best then would be Universal Basic Income. No needs testing.
But enforcing income tax is still an issue.
