I think they are both from Colorado. And they both have a thing with defecating. The mad pooper is a woman but maybe Joe's real name is Josephine.

Maybe it's his wife. Joe likes to poop at McDonalds not in people's yards and he's more of a beer drinker than a runner. Oh or maybe he has a sister!?!?
