Juice didn't pay enough attention at his trailer park party. One of his stripper tenants has a sister from Georgia. Juice gave his tenant a loan to bring the sister. Now he's been charged with violating the Mann Act. Yes, it is still in effect, that Tennessee teacher has been charged with violation of it, also.
