Motor - you don't need a military security team to go to TJ. If you are smart it's no different than hitting a club in the states. If you had a group of guys this might be a good idea. I have stayed at the Rosarita Beach Hotel many years ago. It is about 15-20 minutes south of TJ. It was a nice old hotel. It used to be where the movie stars stayed back in the 30's & 40"s. It is right on the beach. I don't quite understand the accommodations. $150/night 3 bed room. Does that mean you would be sharing rooms?
