I wonder if it has to do with enforcement of anti-prostitution laws. For starters, it was semi-legal in Canada for a while, but I don't know how vigorously any anti-prostitution laws were really enforced. I remember my old trips to Montreal and the streetwalkers that were hanging all over the place even when (1) public solicitation was illegal; and (2) cops were always driving past these girls, many of which were hanging out in front of cheap hotels. Conversely, in the States, LE in some jurisdictions seems to have nothing better to do than to try to catch consenting adults buying and selling sex.
Having said that, things are changing both in Canada and in many US states. Canada has passed some pretty strong anti-John laws and many U.S. states have as well, so getting caught trying to buy sex is going to get costly.
For all of the reasons above, I stopped dialing up girls from places like BP a long time ago.

This is something someone like Farmerart or DavePHX would need to clarify but here is what my understanding was... this is prior to the 2014 reforms.
It was/is legal to hire a prostitute and have them come to your home, hotel, etc. BUT it was NOT legal to pick up a streetwalker, or go to a location (such as a brothel) or even a hotel room that a prostitute or agency was using as an incall. I know agencies and independents would regularly use hotel incalls and some "apartments" in the downtown area of Toronto, this practice was usually overlooked or ignored by enforcement. At times, you would hear (on other boards) of some independents getting harassed that were using upscale hotels as incalls. Even that was suspect as these girls may have been booking multiple guys all day and having 10 "johns" strolling in and out of a hotel in one day, which could raise some suspicion as well as complaints from guests.
Also coming into play were upscale spas in Toronto where girls dressed like strippers would give you massages and "bodysides" and happy endings. It has come up in the courts in the past whereas was a "happy ending" legally part of a massage? Once these rules/laws were revisited in 2014 a lot of people were confused on the wording and most people feared they could get arrested for getting a happy ending at a spa. As far as I know, business is "as usual" at the spas in Toronto.
To the original question, I have escorted much much more in Canada than the United States because I felt legally safe. Also, services and girls are much more upfront in Toronto and Montreal. Most agency websites actually give you detailed info on what a girl will and will not do. You will pay less than in the United States (especially in Montreal), and if you go with an agency or well reviewed independent you are almost guaranteed to get good results. These girls in Canada don't need a site like preferred411 because they can stand behind their reviews on sites like TERB.cc and MERB
Lastly, at least in Toronto I haven't had strippers offer OTC so openly as in the United States. The majority of the clubs I go to when there, full service is offered inside the clube and a good number of the strippers don't feel the need to leave the club for OTC when they can offer it there inside the club.
