The home owner needs to buy a 12 gauge pump shotgun, It will discourage home invasion.
This is one ban that I heartily support.
My machine shop has an ice dam on the south west portion of the roof with metre-long icicles hanging down. It may look pretty but it means that I will be spending serious dollars to fix the insulation.
