Why do some strippers REFUSE to spend time with customers OUTSIDE THE CLUB for FREE? Is it because a stripper is often NOT INTERESTED in spending time with customers when she is not being PAID to do so?

The stripper may feel that customer has been trying to use his money to manipulate her into liking him (buying time and what not).
She may dislike this behavior, and, hence, the customer. Thus, she may have no interest in anything other than turning that attempted manipulation back on the customer by only spending time with him when she is paid to do so, while at the same time teasing as to the possibilities of something greater.
