Every strip club that I know about has 18 and 19 year old girls dancing at it, and most of them serve the girls alcohol too, knowing that they're under 21. That sign isn't a surprise to me.

I'm sure it was just a joke, but it brought them attention, free attention. Nothing better than some free advertising.
