Commission to decide whether massage parlor keeps license

The Paradise Town Advisory Board voted Tuesday to recommend revoking the business license of a massage parlor facing allegations of allowing prostitution on its premises.

Kingdom Massage, 3859 Spring Mountain Road, applied in July to have its business license renewed as part of a regular review. At that time, Metro Police requested the agenda item be tabled for 60 days while it monitored the business because, police said, in recent years, three arrests had been made at the business in connection with prostitution.

After hearing testimony Tuesday from Metro Police Detective Cindy May, the town board voted to deny the request for renewal and added a recommendation to Clark County commissioners that the massage parlor's business license be canceled.

The Clark County Commission will hear the item at its meeting on Nov. 17.

Despite being told it was under investigation, May said undercover Metro officers nabbed two Kingdom Massage employees for allegedly soliciting prostitution on Sept. 23.

No one has been convicted of any wrongdoing, but board member Morton Friedlander said in voting against the renewal that “it's enough to make you think something's wrong.”

The board was unanimous in its vote.

Kingdom Massage is registered as a limited liability company to Kich Thuan Chang of Las Vegas, according to records kept by the Nevada Secretary of State's office. A call placed with Thuan for comment on Wednesday wasn't returned.

Massage parlors have become a regular nuisance for the Paradise Town Board, said Friedlander, who has held meetings with the district attorney's office and Metro to explore means of cracking down on illegal operations.

In August, Metro Police arrested 20 people at three reflexology centers for allegedly scamming male victims – mainly tourists – who spent money for the promise of adult entertainment. Those businesses, all in the Paradise area, are within a one-mile radius of Kingdom Massage.

According to Friedlander's research, which he provided to the Sun, 45 out of 71 massage parlor licenses issued in Clark County are in the Paradise area, which encompasses much of the central valley near the Strip. Many of them, like Kingdom Massage, are open 24 hours.
