First, I have to preface this...
First, I have to preface this review with an important notice about a landmark legal agreement reached in Houston this week. With this agreement, the 16 clubs that were in existence prior to 1997 (only about 12 are active today) can go back to the pre-1997 rules. This means that lap dances are legal again and clubs can be truly topless again! Under the 1997-2013 rules, topless clubs were not technically allowed. They were bikini bars, so girls had to wear latex over their breasts, and full panties (no g-strings or thongs). Additionally, technically, dancers had to be 3 feet away from their customers during private dances, though I never saw this rule enforced. Dancers also had to obtain licenses to work in a sexually oriented business (SOB) and this recored stayed on their permanent record. New rules: no 3 foot rule, and no dancer licenses. In exchange, the clubs have agreed to chip in an aggregate $1 million per year to fund a law enforcement team. They must also get rid of private VIP rooms, and they have strict hiring and training rules. Now, under the clubs' interpretation, most of their VIP spaces do not fall under the restriction. They can still exist as long as the room is open without partitions between individual dance areas.
So, how these new rules impact Treasures, which had been under the most draconian rules of all, with managers hovering over dancers in the dance rooms?
For one thing, this mean that all the dancers were again fully topless and in g-strings and thongs. Also, they no longer have to have managers hovering over the dance areas to maintain rules. So does that mean we are back to the wild times during Treasure's heyday? Not exactly. The back room which is free access, and where most of the lap dances occurred is now very open. There are no high back chairs that were routinely used to build forts. Dancers will give a good dance but are more circumspect than they used to be.
