Lot of 70's through 90's stuff on here, and that's all valid; lot of "epic" solos on here, too, all equally valid. I'd humbly submit that there are some slightly-more-recent, amazing solos (and riffs), and fun guitar work, that all do exactly what they need to do, and then get out of the way, such as:
Velvet Revolver - Fall to Pieces (the video should be popular with this crowd, too, maybe?)
Ween - I Don't Want It
Built to Spill - Carry the Zero
Titus Andronicus - A More Perfect Union
Oasis - Live Forever
Beatles - Let it Be (not more-recent, but does the job and gets out of the way)
Isn't that what we look for on this forum? Do the job and then let us get on with life? :)

Thank you all for the great responses. I guess I could have phrased it better, but thought I was implying that I wasn't looking for a brothel with the comment about Reno and TJ. Plausible deniability on the destination is nice (although Toronto and Montreal are interesting in that regard).
It is exhausting to search through hundreds of reviews to figure out just what cities might offer loose rules and the possibility of extras if the stars align, and I had started searching back through discussion threads, but got far enough back that I thought it was safe to ask, in general terms.
TLDR; these responses are super-helpful and exactly what I was hoping to get. Thanks again, everyone.

Cheers, Mr. Johnson. I think you're right on the old pricing. I never had any luck at Choice back in the day, but I was a lot poorer back then.

Didn't seem like any extras were available ITC (and you honestly probably wouldn't want them ITC), but there were a couple of girls (including one of the few who spoke fluent English) that made me think OTC might be on the table.

Duluth itself has 85-88k (hard to tell because of all of the college students, I guess), but the "metro" area is more like 200k. Clearly not a major city, of course, but a really cool, small city with lots of good restaurants and microbreweries. It's like Santa Fe, but substituting Nordic for Pueblo, and surrounded by pine trees on a lake that looks as big as an ocean when you're standing next to it.
There are two clubs in Superior Wisconsin, too, and although the Superior clubs are more fun, the girls at the Toga are way hotter. There have been other clubs that have come and gone in the 30-60 minute drive distance, as well.
The Duluth area is not worth a visit for the dancers, but it's an awesome place to visit, otherwise.

Stupidly over priced = $9.00 (I think) for a 1/3rd of a gin and tonic (tasted like).
Deets on the dances are that they are the now-common level of interaction, as far as I could tell.

Honestly, as a part-time Mpls resident, it is not as bad as it sounds. I go downtown often, and I almost always feel safe. There are times when I've been a bit wary, sure, and as I write this, I just recently got notification on my phone that the Mall of America is on lockdown... and that's after a day after shooting in broad daylight (seriously, if you're going to go out in the daytime, avoid the "broad daylight" because bad stuff always happens there) at a Light Rail station. All of that said, I still feel safer in MSP than I do in a lot of big cities... but a lot of the dancers I've talked to have told me that can't wait to leave the downtown clubs.
