However, the sheer volume and scale of crime in Charlotte is orders of magnitude less than what Chicago has consistently suffered for years of failed democrat party leadership. Chicago suffers from a unique combination of failed democrat social policy, socialist voters, and the woke mind virus. Federal intervention is needed more in Chicago, but will last no longer than it takes the taillights to fade from view when they leave.
In North Carolina, magistrates not only don't need to be judges, but they also don't even need to be lawyers. This violent felon was released by one of these nitwits, who is a political lefty who would let drug addicts kill everyone on earth before she's even begun to suspect that they are the problem and not the rest of us. Chicago has a rock-solid, bedrock-deep foundation in violent crime going back to Al Capone and Gangsterism. At some point the NatGuard will be out of Chicago, as @Gammanu95 said, and voters will continue to vote for Ds, and we'll get "Lather, Rinse, Repeat." Fundamental changes need to happen with the corrupt Chicago gov't at the level of a MAGA/Trump-type political revolution being elected with all new Aldermen. As Chicago Mayor Richard Dailey was rumored to have said, "Vote Early, Vote Often". Chicago has a very deep political history of corruption under "Democratic Machine." Did he say it? Who cares, it's an accurate depiction of the DNC, especially in Chicago.
What happened to this girl was horrific from a monster that had no business EVER walking the streets. This is just one more example, as skibum609 detailed, of a huge failure in our justice system and activist magistrates/judges.
I'm still surprised to this day that NYC Judges Engoron & Merchan haven't been removed from the Bench or at least reviewed. This system is glacial in its actions when it wants to be.

Admittedly it hits differently when the victim is a young beautiful white woman (regardless of immigration status), but the fact that a violent, mentally ill person with 14 prior arrests is allowed to be out freely in society is unconscionable.
