The only strip club I knew of that outright encouraged that for one of their rooms is the Golden Dragon in Portland. I don’t remember the pricing though, but it was definitely higher than Ladies en Confidente in Denver and presumably other businesses that are jack shacks (wherever they are?)

This is the first I've ever heard of this being a featured extra at a strip club. My gut feeling is, if you asked for this at most no-contact clubs, the answer would be no. I'd be worried a dancer at one of those clubs would rat you out to the bouncers for even asking. I would think a general extras dancer would be happy to let you be the one risking carpal tunnel. If you are trying to save money over a conventional HJ, iffy, maybe if you go when the club is slow. Or, try a club with both extras and non-extras dancers. Yeah maybe it is debatable if you save money over a HJ, but that’s because HJ is one of the cheapest extras out there… I mean there’s multiple clubs where if you merely spend $150+ on dances you can get a HJ thrown in for free, with the dancer only keeping around half of that dance money. Its not something that always requires a tip if your spending a certain amount on dances.
