based on my past experience, I'll pick the COI clubs for the best experience in the USA.
Pandora's (never been there, but know I would like it based on reviews here!) over Hiliter. Hiliter recently raised prices and a few years ago put in glass? that makes it so anyone can see into VIP (I haven't gone in years so just from my reading of reviews here). Now if we were talking Hiliter maybe 2016-2017 (pre raids anyway), it would probably win the whole thing!
