Clearly offside. The goal never should have counted.
Though the Arsenal did blow it too by missing the late PK. But even that should have been retaken due to the defender entering the box way too early, the only thing that allowed him to block the follow up.

I saw a Hotspur match at their home field way, way back in 1980. It is still memorable, mostly for the fan enthusiasm.
