Demographically Women are slightly more than 50% of the population, so if half of Stephen King's antagonists or characters displaying neurosis of one form or another are female, that's just a demographic norm. Of course some people are going to note females characters by a male author, but I think you have to look at the overall trend in his writings and ask if this is disproportionate.
Of course King also writes in the Horror genre primarily, Sex sells and there is a literary tradition of succubi and witches etc etc to draw upon. Personally while I haven't scratched the surface of Kings books I haven't found him to be a misogynist. In a nutshell (pardon the intentional pun) I think this is a case of reaching over-generalization.

King has a particular type of crazy and neurotic woman who reappears over and over in his stories.
Then in the case of Jessica in Gerald's Game, she is a little bit different, but just as far gone and you can see why.
