Do girls actually dress like this on the beach?
If they do, is it only the hot one?
If the answers are "yes" and "yes" I say "brilliant, I need to move to Miami!" :)

Yes and unfortunately no.
I have vacationed there, so I say "yes and no" too.
Miami is incredibly expensive though. I don't more there just for women. You can rent those anywhere. ;-)

Yes – and although not all look as hot as the one in the pic there are def a lot of hot-ones to keep one's eyes occupied particularly in South Beach where all the young people hang-out.
Best time to visit is summer-time – lots of locals plus lots of girls from out-of-state – Spring Break is also a pretty good time to visit since again lots of chicks from out-of-state coming down.
