I think they stop selling alcohol an hour b/f closing and the PLs then try to turn to sipping on something else :)
Sounds like it's a law just to be a pain in the ass. Whoever came up with that law might figure that putting on pasties for just an hour would be a pain in the ass for the dancers, so they'll wear them all night and discourage any play. That, and the writer of that law might've figured that they could have LE in the strip joints, ready to fine any dancers who weren't properly pastied and potentially harass the clubs into closing.
