You're paying $20 for some space
Essentially, the only added value you get for paying $20 to access the Upper Brass from the main club on the lower floor is a little more breathing room, and a good chance at a seat. All of the dancers that are at the UB at any given moment will eventually go back to the lower level to circulate so you really shouldn't miss out on the chance to get a dance from anyone if you stick to the lower level. In fact, since there are always more patrons on the lower level, most dancers spend more time there.
The notion that the UB is where high-roller types go and that better looking dancers will stay up there is just not true. It's the same type of guys up there. Just another option to get away from the congestion of the lower level. The dance booths are all private at the UB as well, which is big plus for some.
The dancer quality at the UB is about the same as the main level (most in 7 to 7.5 range). The lap dances are mostly average but with a few who deliver a pretty decent dance. Drink prices are the same too ($10.50 per beer now).
