2 for $20 in a chair, and $20 for 1 on the couch is standard for Cheatahs. The chair limits what the dancer physically actually do. Not all dancers will do a chair dance, and touching is mostly dictated by the dancer.
I'd say your experience is pretty typical for a day shift there. Given how slow it can get during the day, it's not to difficult to find a dancer to do a whole bunch of 2/$20s with a decent amount of mileage.

Bravo! Nice club ad. It hit all the right spots.
The only VIP package that offers a 2hr open bar is the $135 Fri/Sat Pornstar package. They might sell it to you on a Monday night, but I doubt it.
So you went to the Sapphire on a monday night, paid $135 for a VIP package and paid a whopping $80 for 4 lapdances.

SCs pay the can drivers extortion money. If they don't, the cab drivers talk the customer into going to a club that WILL pay their extortion fee. Uber and Lyft are learning this too. If you drive yourself, or walk, especially during off hours, and you probably won't pay the cover fee st all.

I think you can get 30min in the group VIP (same room as tge 15/$100) for $200+2 drinks. It's in the private VIP where they milk you with tge alcohol teat.

Wow. What an absolutely wonderful club ad. A grand gor an hour and somewhat privacy? For that I'd rather go get my hump in Pahrump. That way, if the cops walk in, you can legally ask them to join you. They call that show you civic pride for law enforcement.
